Vendor & Service Provider Information
Thank you for your interest in serving Idaho families. Vendors and Service Providers are individuals, schools, or organizations approved by the Idaho State Board of Education to provide educational goods and services to participating families.
The Idaho State Board of Education and ClassWallet have developed an application process for Vendor/Service provider participation.
Get started below!
Step 1: Complete the Vendor/Service Provider application.
Step 2: You will receive notification of the decision from ClassWallet within 14 days of your submission.
Step 3: Within 3 business days of your Vendor/Service Provider application approval, you will receive an email from ClassWallet with instructions on finalizing your registration and creating your ClassWallet account. This final step will allow you to receive payments from families and students.

Additional Vendor Considerations
Product Safety:
Parents are responsible for reviewing the manufacturer’s recommended minimum age use and safety disclaimers when determining whether an education product is appropriate for their student.
Reimbursements:
Parents may request reimbursement for home internet expenses in the ClassWallet platform. Any other reimbursement is not allowed. Grant funds are for the purchase of current or upcoming goods and services. Reimbursements and payments for past-due invoices (other than home internet expenses) are prohibited.
Logo:
Vendors will not use the name or logos of the Empowering Parents Grant Program for advertising, publicity releases, websites, sales presentations, marketing materials, publications, correspondence, and announcements for their own benefit without the prior written consent of the State Board of Education.

DirectPay and Marketplace in ClassWallet:
By completing the application and being approved, you will now be considered a DirectPay provider in ClassWallet.
DirectPay Provider: Offers service providers the fastest way to join the program and connect with families. DirectPay is a closed loop system that allows for families to submit a direct payment to approved service providers for goods and services.
E-Commerce Marketplace Vendor: Offers the ability for ecommerce vendors to integrate directly with ClassWallet, allowing families to see the available items directly through their ClassWallet account. To express your interest in becoming a Marketplace vendor, please reach out to help@classwallet.com.

Monetary Benefit:
Vendors may not send a payment, refund, or rebate of grant funds to a parent. All payments, refunds, or rebates must be processed through the digital wallet. Instructions on issuing a refund through ClassWallet can be found here.
Fees:
ClassWallet payments for Direct Pay vendors are subject to a 2% processing fee. The processing fee applies to the entire payment amount and should not be passed along to the family. More information can be found here. Late payment or refund payment fees are not allowed.
Vendor Responsibilities for Issues with Returns and Damaged Goods:
● The State Board of Education is not responsible for returns or damaged goods and services.
● As a vendor, you are responsible for addressing issues with returns, or damaged goods and services. Please work directly with the user to resolve these matters.
● Important: You may not send payments, refunds, or rebates directly to parents. All transactions must be processed through the digital wallet.

Service Offerings:
Service offerings must align with approved educational expenses as outlined in Idaho Statute. “Other” is not an allowed service offering.
Transaction Service Details:
Transactions must be detailed to include a description of the item or service provided. Products, materials, and book titles must be listed for review and approval.
Transactions Requiring Sales Tax:
If a transaction requires collecting Idaho sales tax, Vendors should follow the guidance here.
