Notice to Parents
As you may be aware, Senate Bill 1142 passed and was signed into law during the 2025 legislative session. Here’s what that means for the Empowering Parents program and for grant recipients:
Applications for 2025-26 Empowering Parents program grants will not occur as the State Legislature has chosen to eliminate the program.
Recipients of Empowering Parents grants in previous years have three (3) years from the date grants were issued to spend grant funds on the ClassWallet online marketplace.
Parents can see the exact date their grant expires by logging into their ClassWallet account.
Grants issued in 2023 will expire in 2026.
Grants issued in 2024 will expire in 2027.
Grants issued in 2025 will expire in 2028.

When do grant funds expire?
Grant funds are held in ClassWallet and expire three (3) years from date of issuance.

What items are eligible for reimbursment?
Home internet expense is the only item available for reimbursement in ClassWallet.

How can families purchase items or services from local businesses?
Idaho families should look in the Direct Pay/Pay for Services area of ClassWallet to connect with the 400+ Idaho owned and operated businesses offering eligible goods and services such as driver’s education, tutoring, music classes and instruments, books, speech therapy, swimming lessons, laptops and more! Note: Pursuant to Section 33-1031, Idaho Code, applicants adjusted gross income will be verified by the Idaho Tax Commission.
While everyone is not required to file an Idaho tax return, only individuals who file will be eligible for the program. State law does not allow discretion on using anything other than the applicant’s AGI verified by the Idaho Tax Commission.
